The Ministry of Commerce and other six departments recently issued the Guiding Opinions on Better Serving the Real Economy and Promoting the High-quality Development of E-commerce, aiming at continuously promoting the high-quality development, high-level openness and high-efficiency governance of e-commerce and better serving the consolidation and growth of the real economy.
E-commerce is rooted in and grows in the real economy, which is not only an important component of the real economy, but also an important starting point for empowering the real economy. Opinions are coordinated to promote and standardize, efficiency and fairness, vitality and order, and 16 measures are put forward in five aspects to build a framework system for high-quality development of e-commerce.
Focusing on empowerment and efficiency, the opinions put forward three measures to help SMEs transform, deepen rural e-commerce and cultivate industrial e-commerce, give play to the advantages of e-commerce, and help consolidate and strengthen the foundation of the real economy.
In terms of strengthening innovation guidance, the opinions put forward three measures: accelerating the application of technological innovation, vigorously developing quality consumption, and actively building a fusion carrier to deepen online and offline integration and help achieve a higher level of dynamic balance between supply and demand.
In terms of promoting high-level opening, the opinions put forward four measures: promoting cross-border e-commerce, expanding “Silk Road e-commerce”, accelerating institutional opening, and promoting the convergence of rules, so as to jointly build and share the China e-commerce market.
In terms of creating a good ecology, the opinions put forward three measures: compacting platform responsibilities, strengthening normalization supervision, and guiding compliance to the sea to promote win-win development of all ecological parties.
In terms of strengthening support and guarantee, the opinions put forward three measures: optimizing the supply of financial products, activating the value of data elements and strengthening the precise training of talents, so as to continuously consolidate the foundation of e-commerce development.
In the next step, the Ministry of Commerce will work with relevant departments to implement policies, promote the high-quality development of e-commerce, better serve entities, empower industries, benefit people’s livelihood and benefit the world, and make greater contributions to building a new development pattern for services.
