Recently, six departments, including the Ministry of Commerce, the Central Network Information Office, the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the Ministry of Culture and Tourism, and the General Administration of Market Supervision, issued guidance on better serving the real economy and promoting the high-quality development of e-commerce.

The Opinions focuses on building a framework system for the high-quality development of e-commerce and clearly gives 16 specific measures. Specific coverage: supporting the transformation of small and medium-sized enterprises, further expanding rural e-commerce, promoting the development of industrial e-commerce, accelerating the application of technological innovation, vigorously promoting quality consumption, actively building an integrated development platform, promoting cross-border e-commerce business, expanding “Silk Road e-commerce” cooperation, accelerating the opening process at the institutional level, promoting the integration of rules, strengthening the main responsibility of the platform, strengthening daily supervision, guiding enterprises to expand overseas markets in compliance, optimizing the supply of financial products and services, and fully tapping the potential and accuracy of data elements.
In helping the development of cross-border e-commerce industry, the Opinions put forward:
Promote high-level opening up and promote inclusive development.
Promote cross-border e-commerce. Promote the high-quality development of the cross-border e-commerce comprehensive test area, and organize the cross-border e-commerce comprehensive test area to carry out special actions such as brand cultivation, rules and standards construction, platform and sellers going to sea. Enhance the transportation support capabilities such as sea transportation, air transportation, railway transportation and multimodal transportation.
Vigorously support cross-border e-commerce overseas warehouses, improve overseas smart logistics platforms, innovate and develop digital trade, and support e-commerce enterprises to expand the export of high-quality digital services. Encourage e-commerce enterprises to build direct mining bases overseas, expand the import of high-quality featured products, and create an e-commerce “through train” for global good things to enter the China market.
Create a good ecology and guide compliance to the sea.
Formulate guidelines for e-commerce enterprises to go to sea, support qualified places to build a cross-border e-commerce compliance service platform based on overseas comprehensive service system, and encourage e-commerce enterprises to register trademarks overseas, apply for patents, lay out their own trademark brands, and improve the compliance level.
Encourage e-commerce enterprises going to sea to improve their localization ability, cultivate localized talents, empower local small and medium-sized enterprises, fulfill their social responsibilities, compete fairly and orderly, and achieve mutual benefit and win-win results.
