In the first three quarters, China’s cross-border e-commerce import and export increased by 11.5%, accounting for nearly 6% of China’s foreign trade. The “Several Policies and Measures on Promoting the Stable Growth of Foreign Trade” (hereinafter referred to as the “Measures”) was released. According to the “Measures”, the next step will be to continue to increase efforts. The relevant measures to support the development of cross-border e-commerce are as follows.


First, strengthen the docking of supply and demand, organize foreign trade enterprises that open stores on cross-border e-commerce platforms to dock with overseas smart logistics platforms, and support cross-border e-commerce fairs and supply-demand docking meetings where conditions permit.
The second is to do a good job in compliance construction. At present, there are 120,000 export enterprises in the cross-border e-commerce field in China, most of which are small enterprises. In the process of doing e-commerce, they will encounter customs clearance problems, tax problems, product quality problems and intellectual property issues, and their compliance ability should be improved through training.
The third is to vigorously develop cross-border e-commerce empowerment industrial belts. Encourage platform enterprises and chain owners to go deep into local characteristic industrial belts, including 165 cross-border e-commerce comprehensive test zones across the country to cooperate, and help more foreign trade enterprises, especially small and medium-sized enterprises, to reach foreign buyers through the online platform of cross-border e-commerce.
The fourth is to deepen international cooperation. At present, China has signed 23 free trade agreements. In the recently signed bilateral free trade agreement or the upgraded past free trade agreement, cross-border e-commerce is included as a new clause in the bilateral free trade agreement to promote the development of cross-border e-commerce in China and relevant free trade agreement countries.
Customs has always adhered to the principle of “tailor-made”, created a regulatory model suitable for the characteristics of cross-border e-commerce, and innovated convenient measures such as cross-customs return mode, first inspection and then shipment mode, and electronic tax payment to promote the healthy and standardized development of cross-border e-commerce. In the first three quarters, China’s cross-border e-commerce import and export has reached 1.88 trillion yuan, an increase of 11.5%. In the next step, we will continue to deepen the comprehensive reform of cross-border e-commerce, actively promote the collaborative governance between customs and cross-border e-commerce platforms, and help cross-border e-commerce develop in high quality.
