In recent years, in the face of the complicated and ever-changing international trade situation, new formats and new models represented by cross-border e-commerce, overseas warehousing and market procurement, with a flexible and efficient supply chain system, have shown strong adaptability and risk resistance, and have become a strong support for the high-quality development of China’s foreign trade.
During the “Fourteenth Five-Year Plan” period, the Customs successively introduced a series of facilitation measures, such as online customs clearance, electronic payment of taxes, and cancellation of overseas warehouse filing, to promote the leap-forward development of cross-border e-commerce; Through innovative measures such as simplifying declaration, canceling paper documents, and applying for national customs clearance at the place of purchase, the market procurement export has been promoted to record highs. During the Tenth Five-Year Plan period, we will continue to innovate supervision and optimize services, and focus on three aspects:
01 speed up customs clearance
The supervision plan will be tailored to the characteristics of the new format of “single small, miscellaneous goods and high frequency”. For enterprises with high credit rating, the simplified declaration of “one place for filing and national customs clearance” will be implemented; Copy and promote the reform of “inspection before shipment” of small commodity export LCL goods, and carry out inspection before packing the goods, so as to effectively solve the pain point of “difficulty in finding goods and reloading” of enterprises; Optimize the supervision process of cross-border e-commerce return, improve the convenience measures for overseas warehouse return, realize the “acceleration” of e-commerce small package clearance and “zero obstacle” of return, and help enterprises “buy the world and sell the world”.
02 Changtong logistics
It will support cross-border road transport e-commerce export “one declaration, one certificate to the end, one car direct”; Expand the “one single system” customs clearance reform of multimodal transport to the market procurement mode, build a cross-border logistics network that adapts to the characteristics of small commodities, and realize the whole journey of a logistics document, with lower freight and faster speed; Promote the superposition of the functions of aviation pre-cargo terminal and comprehensive insurance zone, and move forward the whole process of declaration, inspection, civil aviation security inspection and warehousing, so that enterprises in inland areas can enjoy the convenience of customs clearance at the airport port at their doorstep.
03 standardized management
It will adapt to the characteristics of cross-border online transactions, promote collaborative governance between customs and enterprises, explore direct data connection between customs and e-commerce platforms, and strengthen cooperation in areas such as risk warning, pre-interception, and information sharing; Strengthen the quality and safety supervision of import and export commodities, and promote enterprises to effectively fulfill their main responsibilities; Regularly carry out research on technical standards, policies and regulations of export destination countries, strengthen guidance to enterprises in a targeted manner, and enhance their overseas compliance capabilities.
