The State Council Information Office held a series of press conferences on the theme of “Starting the Tenth Five-Year Plan”, and the General Administration of Customs introduced the implementation of the Tenth Five-Year Plan, accelerating the modernization of customs and building a powerful country in service trade. The conference released a number of new policies and key measures aimed at promoting the high-quality development of foreign trade, improving customs clearance and ensuring national security.

During the 14th Five-Year Plan period, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, China made great progress in building a powerful trading country. Especially in the past year, in the face of the external environment with high winds and high waves, China’s foreign trade has pushed forward steadily and showed strong resilience and vitality. China’s trade in goods ranks first in the world, with trading partners all over the world, leading the international customs clearance efficiency and a firmer security barrier at the national gate, which provides strong support for high-quality development and high-level opening.
One of the goals to be achieved during the Tenth Five-Year Plan period is to facilitate cross-border trade. To this end, the General Administration of Customs will further promote this work in an all-round way, with greater convenience to promote open cooperation and achieve mutual benefit and win-win results. Mainly from four aspects to deepen and re-exert:
01 to improve the quality and efficiency of facilitation.
How to improve? The first is to make full efforts in the whole chain of cross-border trade. We will promote the information exchange, mutual recognition of documents and standardization of different departments in the whole chain of cross-border trade; The second is to expand the cities that have participated in the special action of facilitation to all provinces in the country in terms of coverage, so that the policy dividend will benefit enterprises and the masses more widely; Third, in terms of the effectiveness of measures, it will be more prominent and accurate, effectively help foreign trade innovation and development, optimize the development of business environment, and help the majority of import and export enterprises reduce costs, expand markets and increase their confidence.
02 to expand on the interconnection
We are going to do three main things. When you travel to Hong Kong and Macao, you may have noticed that at present, a new customs clearance mode of “co-location and co-inspection” has been carried out at some ports in Guangdong, Hong Kong and Macao, and passengers only queue once for entry and exit, which greatly improves their customs clearance experience. During the Tenth Five-Year Plan period, we will promote this model at more qualified border ports. This is the first thing. The second thing is to speed up the internationalization level of the “single window” of international trade, carry out interconnection with more countries, realize the automatic exchange of electronic data such as certificates of origin, inspection and quarantine certificates, mutual recognition information of high-credit enterprises, and effectively help our enterprises to achieve “one-stop” services in cross-border trade such as customs clearance, logistics and finance. The third thing is to vigorously build and share smart ports in neighboring countries and regions. In particular, we have noticed that our support for intelligent cross-border transportation such as automatic guided vehicles will be greatly promoted, thus achieving faster and smoother flow of our import and export goods.
Speed up customs clearance efficiency again.
The speed of customs clearance at ports is “the hope of our enterprises” and “the direction of our work”. We will vigorously promote the mode of “homeopathic supervision” and “non-inductive customs clearance” embedded in the production chain and logistics chain, and connect the information related to shipping, inland river and railway, so as to effectively help enterprises reduce costs and increase efficiency. There are many successful cases in these aspects. For example, the operation time of mutual conversion of sea-rail containers in many ports has been reduced within half an hour, and the comprehensive transshipment cost has been reduced by 20% compared with before; The quality and safety inspection and evaluation procedure for exported lithium batteries used to take 48 hours, but now it has been compressed to 30 minutes; There are also 75 routes of “combined port” and “one port through” in Guangdong-Hong Kong-Macao Greater Bay Area, which greatly improves the transshipment efficiency of import and export goods. Of course, we know that the efficiency of customs clearance is not the best, only better. Next, we will continue to work hard, constantly push the process to “slim down” and speed up, and maintain the international leading position.
04 Make further efforts on the accurate landing of relevant policies.
We will adhere to the value pursuit of benefiting the people, promote trade facilitation measures to focus more on the urgent needs of enterprises and the masses, ask for the people, ask for the benefits of the people, and ensure that the policies and measures introduced are effective in quenching thirst. At the same time, we will vigorously expand the channels for introducing policies, and regularly carry out activities such as “dialogue meeting between enterprises and enterprises” and “policy through train”. At the same time, we will comprehensively improve the service capacity of the 12360 customs hotline to handle complaints immediately, and truly “respond to questions and solve problems”, so that more policies and measures that benefit the people and help the poor can be implemented more accurately to the vast number of enterprises and the grassroots people.
