This year’s government work report proposes to expand high-level opening-up to the outside world by 2025, actively stabilize foreign trade and foreign investment, promote the development of cross-border e-commerce, improve the cross-border delivery logistics system, and strengthen the construction of overseas warehouses.
Several representatives and members of the two sessions expressed that a series of deployments such as “stabilizing the development of foreign trade,” “vigorously encouraging foreign investment,” and “deepening multilateral, bilateral, and regional economic cooperation” reflect China’s determination to promote high-level opening up to the outside world. This year, China’s door to opening up to the outside world will continue to widen.
In 2025, the Ministry of Commerce will make every effort to stabilize foreign trade from three aspects: policy strengthening, expanding increment, and assisting enterprises. The Ministry of Commerce said at the press conference on the economic theme of the third session of the 14th National People’s Congress that, in terms of policy reinforcement, it should combine solving the current outstanding problems with promoting high-quality trade development, pay close attention to the research and reserve of new support policies, and timely introduce them as needed to support enterprises to stabilize orders and foreign trade.
Expanding the increment of foreign trade has also become a key policy focus in the future. Despite facing challenges in the external environment, China’s innovative development strategy for expanding its foreign trade increment remains unchanged. The term ‘developing new offshore trade’ was first introduced in the government work report. By developing new types of offshore trade, it is possible to effectively reduce the information costs of trading companies, provide settlement convenience and tax incentives, and help further resist trade risks.
It is expected that in the future, a financial system environment and a convenient market environment will be created that are conducive to the development of offshore trade.
Faced with the increasingly complex external environment, from the Chinese market to the global market, “Made in China” needs to accelerate its transition to “Made in China”.
The government work report proposed that “no matter how the external environment changes, we should always adhere to the policy of opening up, steadily expand institutional opening up, orderly expand independent opening up and unilateral opening up, and promote reform and development through opening up”, and made specific arrangements for “promoting high-quality joint construction of the the Belt and Road”, “deepening multilateral, bilateral and regional economic cooperation”, etc.
