Recently, China’s cross-border e-commerce trade has continued to grow steadily, becoming a living force to promote the high-quality development of China’s foreign trade and a new channel for enterprise transformation and upgrading. According to the preliminary calculation data of the customs, in the first three quarters of this year, the import and export of cross-border e-commerce was 1.88 trillion yuan, up 11.5% year-on-year, which was 6.2 percentage points higher than the overall growth rate of China’s foreign trade in the same period.
Nowadays, with the widespread use of 5G technology and big data, China’s cross-border e-commerce industry is booming, and some domestic foreign trade enterprises can obtain foreign order information more easily, realizing domestic clothing, chemical products, electronic products and other commodities “borrowing ships to go to sea”. High-quality goods such as Russian flaxseed, Brazilian soybean and Australian dairy products that China needs are also easier to enter the domestic market, which better meets the diversified and high-quality living needs of domestic consumers. More and more domestic cross-border e-commerce companies have entered foreign markets, providing users with integrated services such as online payment, free delivery and virtual shopping malls.
However, some problems also exist objectively. For example, the characteristics of small batch, high frequency and fragmentation restrict the development of cross-border e-commerce industry. In addition, the main ability needs to be improved, and the financing channels need to be broadened. In this regard, we should actively summarize and promote the experience of cross-border e-commerce comprehensive experimental zone construction, promote the integrated development of cross-border e-commerce, characteristic industrial clusters and logistics hubs, enhance the trade level of cross-border e-commerce, and strive to expand the new development space of cross-border e-commerce business entities, so as to realize “building a ship to the sea”.
Adhere to the pilot guidance and build a pioneering area for cross-border electronic commerce’s development. Encourage areas with good development foundation, strong will and broad prospects in cross-border electronic commerce to actively declare cross-border e-commerce comprehensive pilot zones, and promote 165 cross-border e-commerce comprehensive pilot zones nationwide to try first in information construction, business processes, supervision modes and other aspects, so as to constantly generate new kinetic energy for foreign trade growth and enhance their radiation-driven ability. Relying on the comprehensive bonded zone, bonded logistics center and other platforms, accelerate the pilot construction of e-commerce retail import and expand retail import business. Strengthen the coordination between trade policy and fiscal, taxation, finance and industrial policies, make greater efforts to smooth the financing in cross-border e-commerce, make overall use of existing funding channels, and give financial support to qualified cross-border e-commerce projects. Encourage qualified regions to declare the pilot of landing processing of imported goods, increase the types of landing processing goods, formulate the list of key products and unified standards, and actively use cross-border e-commerce to empower the development of local characteristic industries.
Adhere to the integration of production and trade, and accelerate the gathering of cross-border e-commerce industries. Based on China’s advantageous industries, in line with the trend of digitalization and greening of trade, we will empower leading enterprises and retail enterprises through cross-border e-commerce to accelerate digital transformation and strengthen the deep integration of e-commerce with traditional industries such as manufacturing, trade circulation and people’s livelihood services. Carry out the “cross-border e-commerce+industrial belt” cultivation project, accelerate the construction of an industrial chain and ecological circle that meets the needs of cross-border e-commerce development, and create a cross-border e-commerce industrial cluster that integrates procurement, processing, trading and distribution. Adhere to the combination of “going out” and “bringing in”, encourage leading enterprises to establish overseas warehouses and production bases, promote small and medium-sized foreign trade enterprises to “go out in groups”, and support cross-border e-commerce enterprises to “borrow and show the sea” to realize global brand strategy and supply chain management.
Adhere to government guidance and build an ecosystem for high-quality development of cross-border e-commerce. In order to further strengthen the cultivation of cross-border e-commerce, all localities and departments should continuously improve the supporting policies for public services in cross-border electronic commerce Comprehensive Experimental Zone, further reduce the operating costs of service enterprises in the zone, improve the level of supervision and facilitation, and attract more cross-border e-commerce related enterprises and projects to settle in. Simplify the export declaration procedures of cross-border e-commerce, form an online and offline collaborative operation mode, and improve the efficiency of commodity allocation. Encourage domestic leading cross-border e-commerce enterprises to enter the international market, support all kinds of entities to arrange overseas circulation facilities in an orderly manner, guide cross-border e-commerce to actively standardize international economic and trade rules, and build their own brands of cross-border e-commerce.
