The tenth five-year plan proposal clearly puts forward to promote trade innovation and development. In the face of complex and changeable external challenges, China’s foreign trade shows great resilience and strength. At present, the focus is on optimizing trade in goods, developing trade in services, innovating digital trade, improving platform functions and improving security mechanisms. These measures will further improve the quality of foreign trade, achieve a higher level of opening up, promote the formation of a new situation of win-win cooperation, and provide solid support for sustained and healthy economic development.

(1) Optimizing and upgrading trade in goods. Further optimize the trade product structure, market layout and development model, and improve the quality and efficiency of trade development.
Promote market diversification and integration of domestic and foreign trade. This is the key to enhancing the resilience and security of trade development. Accelerate the integration reform of domestic and foreign trade, promote the convergence of domestic and foreign trade laws and regulations, qualifications, standards, rules and credit systems, and carry out in-depth production and marketing docking, brand docking and channel docking to help enterprises switch smoothly between domestic and international markets. Build a comprehensive service platform, cultivate high-quality enterprises integrating domestic and foreign trade business, and support the integrated operation of domestic and foreign trade.
Expand intermediate trade and green trade. Develop trade in intermediate goods and promote international cooperation in industrial chain and supply chain. Green trade is an important direction of foreign trade development in the future and an important support for the sustainable development of trade. It is necessary to speed up the construction of a green trade system, promote the formulation of green and low-carbon standards for foreign trade products, and actively promote the trade of green and low-carbon products.
(2) Vigorously develop trade in services. We will further promote the high-level opening, deep-level reform and systematic innovation of service trade, and promote the expansion of service trade scale, structural optimization and competitiveness improvement.
Encourage service export. Enhance the international competitiveness of transportation and travel services, support the development of knowledge-intensive services, encourage the export of traditional superior services such as Chinese culture, medicine, catering and sports, and enhance the international service capabilities of professional service institutions. Establish an inter-departmental service export promotion mechanism, improve the service trade policy system, improve fiscal, taxation, finance, facilitation and other policies and measures, and optimize the service export development environment.
Improve the negative list management system of cross-border service trade. Promote the orderly expansion and opening up of telecommunications, Internet, education, culture, medical care and other fields. Optimize the supervision of cross-border flow of capital, technology, personnel, data and other factors to promote efficient, convenient and safe flow.
Improve the standardization level of service trade. Implement the service trade standardization action plan and accelerate the formulation of standards in the field of service trade. Carry out the internationalization of service trade standards and encourage the adoption of international common standards in areas where conditions permit. Improve the statistical monitoring system of service trade, promote data exchange and information sharing among departments, and improve the public service level of service trade statistics.
(3) Innovative development of digital trade. Adhere to innovation as the priority and safety as the foundation, expand openness, win-win cooperation and promote the reform, innovation and development of digital trade.
Expand the opening of the digital field in an orderly manner. Relax market access in the digital field. Establish an efficient, convenient and safe cross-border data flow mechanism to promote and standardize cross-border data flow. Expand the carrier of digital trade platform, build a national digital trade demonstration zone, and strengthen and improve the national digital service export base. Actively participate in the formulation of international rules for digital trade and create an open, fair, just and non-discriminatory digital development environment.
Support the development of key areas of digital trade. Actively develop the trade of digital products, strengthen the innovation of digital application scenarios and models, and enhance the international competitiveness of digital products. Continue to optimize digital service trade, promote service outsourcing and accelerate digital transformation. Vigorously develop digital technology trade. Cultivate and expand the main body of digital trade management, and build a digital industrial cluster with international competitiveness.
(4) Optimizing the foreign trade promotion system. Strengthen the coordination between trade policy and fiscal, taxation, finance and industrial policies, and build a system of institutional support and policy support for trade powers.
Enhance the function of the trade promotion platform. Optimize the existing exhibitions and cultivate a number of international exhibitions with high visibility and great influence. Continue to hold existing exhibitions, enrich and improve their functions, and enhance their attraction and international influence.
Support the development of new formats and new models such as cross-border e-commerce. Promote regulatory innovations such as customs clearance, taxation and foreign exchange, and create an institutional environment conducive to the healthy development of new formats and new models. Promote the construction of cross-border e-commerce comprehensive experimental zone, and encourage and guide multi-subjects to build overseas warehouses. Support foreign trade enterprises to expand sales channels and cultivate independent brands through new formats and new models such as cross-border e-commerce. Support the development of offshore trade and develop new offshore trade business where conditions permit.
(5) Strengthening the trade risk prevention and control system. Strengthen the bottom line thinking, prevent and resolve various risks in the trade field, weave an open safety net, and resolutely safeguard China’s development rights and interests.
Improve the export control and safety review mechanism. Accelerate the improvement of the export control system, ensure the orderly management of items, strengthen accurate licensing control and investigation and law enforcement, and make full use of the export control dialogue mechanism to provide a strong guarantee for the development of key domestic industries.
Optimize the trade friction response mechanism. Establish and improve the working mechanism of foreign export control to China, and properly deal with unreasonable trade restrictions. Promote the formation of a multi-agent cooperative trade friction response mechanism, give full play to the role of early warning system and legal service mechanism, improve the trade remedy system, and help the affected key entities. Improve the system of laws and regulations against sanctions, interference and “long-arm jurisdiction”.
