In order to further promote the development of cross-border e-commerce and overseas warehouses and other new foreign trade infrastructure synergies and linkages, the recently held State Council executive meeting clearly pointed out that actively cultivate cross-border e-commerce business mainstays, encouraging localities based on their own characteristics and strengths to support the development of cross-border e-commerce by traditional foreign trade enterprises, strengthening the training of relevant talents, and providing more platforms for enterprises to display docking.
It is necessary to urgently study the new assessment items, constantly deepen and improve the hardware support and soft power required by the cross-border e-commerce industry, and further enhance the international competitiveness of China’s cross-border e-commerce.
Encourage China’s private enterprises to join hands with foreign enterprises with international credibility to build a cross-border e-commerce public service platform to reduce the cost of cross-border e-commerce business and enhance the international reputation of China’s business environment. Such platforms serve as a bridge between the government and the main bodies of cross-border e-commerce (payment enterprises, e-commerce platforms, production enterprises, logistics enterprises and consumers), effectively realizing data exchange services and providing one-stop supervisory services for government departments such as Customs, Taxation, and Foreign Control.
In the complex and cumbersome process of cross-border e-commerce business, the inclusion of third-party subjects, such as non-government departments, helps to improve the transparency and efficiency of the process and enhance the robustness of cross-border e-commerce activities. At the same time, through in-depth cooperation with international enterprises or non-profit organizations, it can more effectively open up international rule docking channels, strengthen the international credibility of China’s business entities and regulatory agencies, and shape a new pattern of more open, inclusive and efficient international cross-border e-commerce cooperation.
Accelerate the replication of the existing high-level opening-up system innovations to stimulate the vitality of cross-border e-commerce business entities. Since Hangzhou set up the first comprehensive pilot zone for cross-border e-commerce in 2015, by the end of 2022, there have been 165 pilot zones across the country, covering 31 provinces, forming a whole set of first-to-pilot institutional innovations covering cross-border e-commerce transactions, payments, logistics, customs clearance, tax refunds, foreign exchange settlements, and other aspects such as technological standards, business processes, supervisory modes, informatization, as well as preferential policies. In this regard, it is important to quickly replicate and promote these valuable experiences nationwide, enhance the information accessibility and transparency of cross-border e-commerce platform enterprises and other parties, strengthen the interoperability of electronic systems and services, advance the operational efficiency of the cross-border e-commerce risk management system, and accelerate the smoothness of the operation of transit agency procedures.
Layout the global network of new foreign trade infrastructure such as overseas warehouses, and build a complete industrial chain and service chain of cross-border e-commerce. As a new type of foreign trade infrastructure, overseas warehouses are becoming increasingly functional, gradually becoming a comprehensive service platform integrating warehousing, logistics, customs declaration and clearance, return and exchange, processing and repair, packaging, distribution, finance and insurance, and other multifunctional functions. The role of overseas warehouses is increasing in the rapid development of new forms and modes of service trade and the promotion of a stable and smooth global industrial chain supply chain. The all-round optimization of overseas warehouse functions can not only enhance the logistics efficiency of cross-border orders, reduce the operating costs of enterprises, and improve the after-sale protection ability of export products, but also promote small and medium-sized enterprises to explore the international market, realize the efficient convergence of supply chains, and accelerate the integration of trade and industry.
Promote international and inter-regional exchanges and cooperation, and enhance the level of “soft connectivity” in cross-border e-commerce rules and standards. We will continue to expand the degree of openness in the field of cross-border e-commerce, and actively realize early and pilot implementation of cross-border e-commerce mode expansion.
At the same time, with the help of diversified forms such as the “Silk Road E-commerce” International Think Tank Alliance, we will strengthen exchanges and cooperation with international think tanks, conduct in-depth research on e-commerce rules, industrial docking, intellectual property rights protection, etc., and actively cooperate with the international platform fusion and regulatory system level, in order to deepen the international production capacity cooperation, and to create an open and fair cross-border e-commerce trade environment, fair and just cross-border e-commerce trade environment for deepening international production capacity cooperation.
In addition, it is necessary to actively promote international cooperation and training in the field of cross-border e-commerce, build up a cross-border e-commerce talent training system covering the government, colleges and universities, society and enterprises, etc., so as to cultivate more excellent talents for the global market and jointly promote the prosperity and development of the cross-border e-commerce industry.
