
In 2025, China’s total import and export value reached a record high, achieving a successful conclusion of the “14 th Five-Year Plan” foreign trade. According to the statistics of the General Administration of Customs, the total value of China’s imports and exports exceeded 45 trillion yuan last year, and the cumulative import and export scale exceeded 200 trillion yuan during the 14 th Five-Year Plan period, an increase of 40% compared with the 13 th Five-Year Plan period, showing strong resilience and vitality.
The high-quality development of foreign trade during the 14 th Five-Year Plan period is inseparable from policy empowerment. In the past five years, the General Administration of Customs has successively issued 10 measures to promote the stability and quality of foreign trade, and 16 measures to optimize the business environment at ports and facilitate customs clearance for enterprises, and made targeted efforts from the aspects of “improving convenience, increasing vitality and reducing costs” to accurately help enterprises stabilize orders and expand the market.
In terms of improving the customs clearance convenience of enterprises, the General Administration of Customs has continuously promoted the reform of customs clearance mode for imported goods, optimized customs clearance procedures, focused on ensuring the import of energy and resources commodities, and further facilitated the expansion of exports of products such as automobiles and spare parts, so that these commodities, which account for a relatively large proportion of the total import and export volume, can enter and exit better and faster, and create new competitive advantages.
In enhancing the innovation vitality of enterprises, we will continue to optimize the port business environment and vigorously support cross-border e-commerce. At the same time, in helping enterprises reduce costs and increase efficiency, guide enterprises to make full use of preferential tax policies. This year is the first year of the Tenth Five-Year Plan. In order to ensure a good start in foreign trade, the General Administration of Customs has recently launched a “combination boxing” of policy measures to promote trade facilitation and the development of new formats: copying and promoting 25 cross-border trade facilitation measures, launching a new customs multimodal transport policy, and launching measures to optimize the implementation of the TIR Convention. Focusing on the next step, the General Administration of Customs indicated that it will further exert the integration effect of stock policy and incremental policy, focus on the implementation of stock policy and measures, actively respond to the voice of enterprises and market concerns, and timely introduce policies and measures to facilitate customs clearance and help enterprises to bail out difficulties, so as to make new contributions to the realization of the tenth five-year plan for China’s foreign trade.
