The Research Report on the Development of the International Rules System for Cross-border E-commerce compiled by the Working Group on Cross-border E-commerce of the World Internet Conference was officially released, which puts forward position propositions to facilitate the development of cross-border e-commerce business and promote the improvement of international rules for cross-border e-commerce.
First, the construction of digital infrastructure adapted to the development of cross-border e-commerce. Countries in digital transformation should actively develop network communication technology, improve digital infrastructure, and promote the construction of a digital infrastructure system serving cross-border e-commerce warehousing, logistics and payment services, so as to promote trade efficiency.
Second, establish a digital “single window”. Support countries in digital transformation to establish a digital “single window” or other comprehensive public service network platforms suitable for the characteristics and needs of cross-border e-commerce, and promote the realization of multisectoral, multidisciplinary and multimechanism information sharing and regulatory collaboration.
Thirdly, we should jointly promote the international interconnection and interoperability of the digital “single window”. Promote the pilot one-stop cross-border customs clearance solution of “one-time declaration, bilateral customs clearance” among trading partner countries, and encourage support for data exchange and interconnection.
Fourth, promoting the adoption of paperless trade measures. Promote countries or regions to recognize the validity of trade data and documents in electronic form, and encourage countries or regions to adopt corresponding laws to support the interconnection of cross-border paperless trade systems, so as to safeguard the advantages and efficiency of paperless trade measures in cross-border e-commerce.
Fifth, support the development of cross-border e-commerce capacity building. Provide practical capacity building programs such as cross-border e-commerce knowledge and skills training, brand building for going abroad, and policy and legal training for countries in digital transformation, SMEs and micro-enterprises.
Sixth, establish a policy and legal environment adapted to the development of cross-border e-commerce. It will effectively protect consumer rights and personal information in the environment of artificial intelligence and other new technological developments, strengthen intellectual property protection on digital platforms, and develop a mechanism for the rapid resolution of online transaction disputes.
Seventh, innovate the governance and supervision of digital platforms. Encourage the formation of a mechanism for joint participation and public supervision by government agencies, enterprises, consumers, social groups and other stakeholders to achieve win-win cooperation among all parties.
